Office gifts are usually opened in company. A scent that reads as romantic, or a price that reads as excessive, creates an awkwardness the recipient has to manage rather than you.
Neutral beats distinctive
You are unlikely to know their taste well. A clean or woody candle is the version of this gift that gets burned; a bold gourmand or a heavy floral is the version that gets re-gifted.
Check the workplace norm on value
Some employers cap the value of gifts between colleagues, and some teams have an informal ceiling everyone but you knows about. Ask someone before you buy rather than after.
Desk candles are usually not allowed
Open flames are restricted in most offices, so buy for their home. That also means you do not need to worry about how it performs in a large shared space.

- Not in itself. It becomes personal through scent and price: something heavy and sweet, or conspicuously expensive, changes the message. Neutral and moderate keeps it collegial.
- What if they have said they dislike scented candles?
- Believe them and buy something else. An unscented candle is a possible middle path, but a stated dislike is usually about the category, not the intensity.
