Citrus and fresh
The least divisive family, which is exactly the requirement when you know nothing about them.
Bergamot, neroli, grapefruit and sea salt. These read clean rather than sweet, and they suit smaller rooms because they lift quickly without lingering.
Woody
Neutral and broadly acceptable, and it suits an office setting.

Only if it is unchosen. Within a small budget a candle is one of the few gifts that is genuinely used up rather than stored, which is more than most novelty items manage.
How do I get the most candle for a fixed budget?
Compare on cost per burn hour rather than size or price. A cheaper candle with a short stated burn can easily be worse value than a slightly dearer one that lasts twice as long.
